What changed
Early architectural and process decisions were being made consistently, but the reasoning behind them lived only in conversation, not in a form a future reader or auditor could check.
Alternatives considered
- Continue operating informally and formalize governance later, once external pressure (an investor or auditor) required it.
- Write a governance framework retroactively, summarizing decisions after the fact.
- Formalize the Decision Framework and Operating Principles immediately, and apply them going forward from that point.
What was decided
Adopt the third option. The Decision Framework (six required fields: context, alternatives, decision, reasoning, evidence, next-review condition) and the Operating Principles (how decisions actually get evaluated) were published as OSG's first formal governance documents.
Why
Waiting for external pressure to formalize governance means formalizing it under scrutiny, with less room to get it right. A retroactive summary would have been reconstructed reasoning presented as original reasoning — the same integrity problem the framework itself was built to prevent. Formalizing immediately, and applying it from that point forward, keeps the record honest about what was and wasn't governed by a written standard at each point in time.
What evidence informed it
The absence of a written standard was directly observable: decisions were being made consistently but were not independently checkable, which is the specific gap the Decision Framework's evidence field is designed to close.
What happens next
Reviewed whenever the framework itself changes, or when it's tested against a real external audit or diligence process for the first time.
